Address Delivered By Andy Elerewe, Chairman, Redan FCT During Redan FCT Exco’s Courtesy Call On Director Land ,Engr. Adamu Jubril On Thur 4th July, 2019

Published

on

The Director, Land Administration, Deed Registrar, other officers of the department present, members of REDAN Exco, developers present and other protocol observed.

I will like to start by thanking you for honoring our letter and according us with your presence despite the short notice. We consider this as a privilege and we are indeed very grateful.

REDAN is the principal agency and umbrella body of the organized real estate sector recognized by the Federal Government of Nigeria and saddled with the responsibility of providing affordable housing for all Nigerians.

The land department, by virtue of its functions, without doubt, is one of the most strategic departments of the FCDA. The department, in conjunction with LUAC, handles the very important process of land allocation, oversees legal services, Deed registering, Property valuation, leasing, verification and regularization of Area Council titles, and just to mention a few.

Interestingly sir, the duties of your office has made it almost inevitable for us, estate developers, to always maintain a cordial relationship with you, if we must deliver on our core objective of building houses within the FCT. The reality is that, you are the manufacturer of the most important factors of our production, Land! This may not be unconnected to the reason we deemed it necessary to consult your office first before anyother since our inauguration three months ago.

We are particularly very enthused by the way your department has conducted her affairs, especially in the last four years. Just to mention a few, unlike in the past, instead of focusing on allocation, your department thought it best to settle many of the numerous land litigations inherited from the past administration. And what is more interesting, you did so not necessarily through the courts rather using alternative land dispute resolution, which REDAN has always advocated for.

During your tenure sir, the processes of land allocation and layout creations have been fair by our own judgment. Many old land applicants were considered without having to lobby. Just as procedures for layout creation/district establishments etc were duly adhered to. This is a clear regard for best practice and we appreciate you for it.

Today, many developers whose lands were in the past unjustly revoked or withdrawn have either had their lands restored or duly reallocated to them, thanks to your unbiased and human-face leadership style.

So, part of why we are here today is to basically thank your department for encouraging best practice and to also intimate you of some issues, which still require your immediate attention and how best we can generally harmonies the various land contentions that still exist within the FCT.

While we understand the constraints of your office especially when many of the issues predate you hence some limitations in certain aspects, we are very concerned about the following:

1. Genuine developers still don’t have access to land and as such have to resort to buying land from the black market, a situation that continues to aggravate and inflate building cost as well as other associated costs in FCT.

2. Resolve protracted confusion usually created by overlapping layouts. In some cases, existing Area Council layouts, which now have FCDA layouts, and in few cases too, FCDA contradicting its own existing layouts.

3. Many buildings in FCT either have no genuine titles or at best rely on global titles, a situation which has made lives very difficult for house owners because their properties, in real sense, are not bankable. E,g Holders of Mass Housing and Area Council titles, inability to register deed and Power of Attoney etc.

4. Why has the department not been able to finalize the regularization processes of area council titles and issue Cof O titles thereby generating revenue to build infrastructure that will improve quality of lives.

5. Reduction in CofO fees especially for Developers who will have to source for funds to deploy infrastructure that ordinarily should have been done by government. There should be some incentives for Developers, who construct public roads as well as their internal estates roads and other infrastructure.

6. Appeal for more settlement of land issues through the committee your department set up

7. Cooperation between your department and REDAN FCT

We urge you sir, to look into our request, with a view to finding lasting solutions to some of the issues raised.

We want to sincerely, on behalf of all developers in FCT, once again, thank you and other senior officials of the department here present for your time and considerations.

Thank you
