Analyst knocks Kaduna State Govt For Appointing Unqualified Person As Head Of Agency
A kaduna-based Political Analyst has knocked Kaduna State Government for the appointment of unqualified person to head Kaduna State Urban Planning and Development Authority, (KASUPDA).
He called on the State Governor, Senator Uba Sani to bar the Director General, (DG) of the agency, Ismail Umaru Dikko, from heading such a reputable agency or any public office.
The analyst, Mallam Aliyu Liman, in a petition filed on Monday to the State Government and the Kaduna State Speaker, alleged that Dikko is not qualified to be employed in any institution of repute and should not be allowed to head any public office either in a state or at Federal level.
According to Aliyu, Dikko did not participate in the one year compulsory National Youth Service Corps, (NYSC) a scheme that clearly spelt out that every Nigerian graduate must serve their fatherland upon the successful completion of their degree program or it’s equivalent.
Aliyu noted that should this trend be allowed to continue where individuals see themselves to be above the law of the land without consequence, it would discourage others to give their best for country.
He urged Governor Uba Sani to as a matter of urgency relieve him of his duty even as his tenure has expired by the effluxion of time.
“Your Excellency, you may recall that Ismail Umaru Dikko was appointed by the previous administration of Mallam Nasir El-Rufai as the Director General of Kaduna State Urban Planning and Development Authority which tenure has expired by effluxion of time.
“However, it may interest your Excellency to know that the said Ismail Umaru Dikko does not have nor possess the requisite Certificate of National Service to be eligible for any employment anywhere in the Federation, including Kaduna State Government having regard to the provision of Section 12 of the National Youth Service Corps Act, Cap.N84 Laws of the Federation 2004.
“Section 12(1) – For the purpose of employment anywhere in the Federation and before employment it shall be the duty of every prospective employer to demand and obtain from any person who claims to have obtained his first degree at the end of the academic year 1973 – 74 or, as the case may be, at the end of any subsequent academic year the following.
“A copy of the certificate of National Service if such person issued pursuant to Section 11 of this Act.
“A copy of any exemption certificate isSued to each person pursuant to section 17 of this Act. Or Such other particulars relevant thereto as may be prescribed by or under this act.
“It may also interest your Excellency to know that it is incumbent on any employer to ensure that any person who shall be given employment anywhere in Nigeria including the position of Director General of KASUPDA in Kaduna State must possess the NYSC discharge certificate or exemption certificate failure of which attracts an offence triable and punishable under Section 13 of the same National Youth Service Corps Act.
“It has become imperative to draw your Excellency’s attention to this anomaly which has grave consequences to the eligibility and suitability of the said Ismail Umaru Dikko for the position of Director General of KASUPDA or any other relevant or affiliated Government Agency within and outside Kaduna State.
“In the light of the foregoing, your Excellency may wish to forthwith bar the said Ismail Umaru Dikko from holding any position both within the State and at the National Level having regard to his failure to embark upon the one year mandatory and compulsory National Youth Service in line with Sections 11 and 12 of the National Youth Service Corps Act Cap. N84 laws of the Federation 2004,” he said
